Agenda Statement: The City of Gainesville encourages civil public speech. The Gainesville City Commission expects each person entering this chamber to treat others with respect and courtesy. Speakers are expected to focus on agenda items under discussion and avoid personal attacks or offensive comments. Threatening language is not allowed. Anyone who repeatedly disrupts the proceedings will be asked to leave. Signs, props, posters, food and drink should be left outside the auditorium.

Department: Parks, Recreation & Cultural Affairs


Description: Award recommendation to Contractors Enterprises Inc. for opening and closing parks and cleaning park restrooms totaling $157,844.40 for fiscal years 2023 and 2024.


Fiscal Note: Funds have been allocated in the FY 2023 PRCA general fund budget to cover the costs for this maintenance service. The price of the contract is shared between Park Operations, Depot Park, Nature Operations, and Ironwood Golf Course. Funds have been requested in the FY 2024 budget.

  • Recommendation: The City Commission: 1) award the contracts to Contractors Enterprises Inc. and Zaharaly Cleaners for opening and closing listed parks and cleaning park and facility restrooms, and 2) authorize the City Manager, or designee, to execute any related contracts, subject to approval by the City Attorney as to form and legality.

Department: Gainesville Community Reinvestment Area


Description: The GCRA manages several housing programs that are currently under contract. The contracts are one-year contracts, with the option to renew annually. Because each contracts’ value is over $100,000, in order to renew these contracts, the GCRA is required to bring them to City Commission annually.


Fiscal Note: Funding for the programs is allocated in the FY 2023 budget. Funding for FY 2024 is contingent on City Commission approval of the overall City budget for that fiscal year.

  • Recommendation: The City Commission approve contract renewals for the listed GCRA housing programs as permitted by each contract.

Department: Public Works


Description: Request for the Public Works Department to apply for and accept, if awarded, a USDA grant for a multifamily pilot program.


Fiscal Note: The USDA Grant requires the City of Gainesville to provide a 25% match. The City’s match source has been identified in the Solid Waste Fund and will require up to $30,000 over a two-year period.

  • Recommendation: The City Commission authorize the City Manager, or designee, to execute the USDA grant application for Multifamily Food Waste Pilot Program, grant award and any other necessary documents, subject to approval by the City Attorney as to form and legality.

Department: Parks Recreation and Cultural Affairs


Description: Request from the Department of Parks, Recreation and Cultural Affairs (PRCA), Division of Cultural Affairs, to submit the grant and the City accept the grant, if awarded, from the Florida Department of State, Division of Historical Resources.


Fiscal Note: The FY 2025-26 Division of Historic Resources Special Categories grant requires a 1:1 match. Up to $8,000.00 in matching funds will be provided by the Evergreen Cemetery Association of Gainesville, Inc. No additional funds will be necessary to facilitate this request.

  • Recommendation: The City Commission to 1) approve the request for the Department of Parks, Recreation and Cultural Affairs (PRCA), Division of Cultural Affairs, to apply for the grant and for the City to accept the grant, if awarded, from the Florida Department of State, Division of Historical Resources, and 2) authorize the City Manager or designee to execute the grant award agreement and other grant-related documents, subject to approval by the City Attorney as to form and legality.

Description: Request from the Department of Parks, Recreation and Cultural Affairs (PRCA) to apply for the grant and for the City to accept the grant, if awarded, from the Florida Department of State, Division of Arts and Culture.


Fiscal Note: The FY 2024-25 General Program Support $150,000 grant requires a 1:1 match. The matching funds will be met by expenses from recurring cultural affairs staffing costs, cultural programming artist fees, event marketing costs for the Hoggetowne Medieval Faire and the Downtown Cultural Series, which includes the Downtown Festival and Art Show, and materials and supplies. No additional funds will be necessary to facilitate this request.

  • Recommendation: The City Commission to 1) approve the request for the Department of Parks, Recreation and Cultural Affairs (PRCA) to apply for the grant and the City to accept the grant, if awarded, from the Florida Department of State, Division of Arts and Culture, and 2) authorize the City Manager or designee to execute the grant award agreement and other grant-related documents, subject to approval by the City Attorney as to form and legality.

  • Recommendation: The City Commission appoint:
    - Sarah Erekson and Heather Kates to the Gainesville Community Reinvestment Area Advisory Board for terms ending on October 3, 2025.
    - Selena Fernandez to the student seat of the Public Recreation and Parks Board for a term ending on September 30, 2023.

  • Recommendation: The City Commission approve the removal of Jason Hurst from the City Plan Board and Kristyn Lopez from the Cultural Affairs Board, effective immediately.

Description: The appointment of a City Commissioner will represent the City to attend the annual meetings regarding the coordination of land use and school facilities planning.

Description: In a letter dated April 19, 2023, City Clerk Omichele D. Nattiel-Williams, submitted her resignation to the City Commission for a date certain of June 30, 2023, with an optional period of consultation for up to 90 days after June 30, 2023. The City Commission at the April 20, 2023 meeting requested an item be scheduled to discuss the next steps.

Department: GRU Budget, Finance, Accounting


Description: This item requests that the City Commission approve the resolution authorizing the components of a formula designed to determine the Government Service Contribution (GSC) from GRU to the General Government General Fund as approved by the General Policy Committee at their meeting of April 13, 2023.


Fiscal Note: The proposed formula will reduce the expense level of the GSC to GRU and the revenue level to the City’s General Fund by more than 50% compared to what is currently budgeted for FY2024. The expense reduction reflected in the GSC will be utilized by GRU to accelerate Net Debt reduction.

  • Recommendation: The City Commission approve the resolution authorizing the establishment of a formula to determine the level of the Government Services Contribution from Gainesville Regional Utilities to the General Government General Fund.

Description: Ordinance No. 2022-747: An ordinance of the City of Gainesville, Florida, annexing approximately 12.60 acres of privately-owned property generally located west of Interstate 75, south of SW Archer Road, east of SW 44th Street, and north of tax parcel 07240-049-000, as more specifically described in this ordinance, as petitioned for by the property owner(s) pursuant to Chapter 171, Florida Statutes; making certain findings; providing for inclusion of the property in Appendix I of the City Charter; providing for land use plan, zoning, and subdivision regulations, and enforcement of same; providing for persons engaged in any occupation, business, trade, or profession; providing directions to the City Clerk; providing a severability clause; providing a repealing clause; and providing an immediate effective date.


Fiscal Note: The fiscal impacts of this annexation will be addressed in the urban services report.

Description: Ordinance No. 2022-707: An ordinance of the City of Gainesville, Florida, amending the Land Development Code (Chapter 30 of the City of Gainesville Code of Ordinances) relating to building setbacks being measured from street centerlines by amending Section 30-6.8. – General lot and building requirements; providing directions to the codifier; providing a severability clause; providing a repealing clause; and providing an immediate effective date.

Description: Ordinance No. 2023-76: An ordinance of the City of Gainesville, Florida, amending the Zoning Map Atlas by rezoning approximately 21.71 acres of property generally located at 1300 SE 27th Street, as more specifically described in this ordinance, from Mobile Home (MH) and Residential Single-Family (RSF-3) to Single/Multiple-Family Residential (RMF-5); providing directions to the City Manager; providing a severability clause; providing a repealing clause; and providing an effective date.

Description: The City has several transformational projects underway for East Gainesville. This contract will provide the City with a dedicated Project Manager for the following projects: Eastside Health and Economic Development Initiative (EHEDI), the NE 8th Avenue & Waldo Road, and the Power District.


Fiscal Note: This contract is for a not to exceed amount of $375,000 over two fiscal years. Funds are available in the GCRA under the EHEDI Project, the NE 8th Avenue & Waldo Road Project and the Power District Project.

  • Recommendation: The City Commission: 1) approve the contract for project management; and 2) authorize the City Manager, or their designee, to execute the contract subject to approval by the City Attorney, or designee, as to form and legality.
