Updating City Internal Auditor Ordinance to Reflect Revised Professional Standards 2022-366 (B)

  Recommendation: The City Commission adopt the proposed ordinance and repeal the Resolution 150127.

  Motion: The General Policy Committee directs the Policy Program to bring back professional standards from comparable cities to the December 8, 2022 meeting.

Air Conditioner Exchange and Rebate Programs 2022-644 (B)

Anthony Cunningham, GRU General Manager, and Morgan Spicer, Interim Policy Oversight Administrator, and Kinn'zon Hutchinson, Chief Customer Officer, spoke to the item.

Kaylinn Escobar, Policy Research Fellow, gave a presentation on the Air Conditioner Exchange and Rebate Programs.

  Recommendation: The General Policy Committee hear a presentation from staff and discuss.

  Motion: Direct Anthony Cunningham, GRU General Manager and staff to: 1) bring back program options targeted at using existing structures to upgrade air conditioners to more efficient systems (window units); 2) options for an exchange system; 3) bring to a city commission meeting in November; and 4) work with communications to advertise and educate in the community.

Commissioner Saco left, 1:50 pm and returned, 1:56 pm.

• Recommendation: The General Policy Committee receive the report and hear a presentation from staff.

Cynthia Curry, Interim City Manager, spoke to the item. Monique Deel, Community Reinvestment Area Manager, Chelsea Bakaitis, Acting Housing and Community Development Supervisor, gave a presentation.

  Recommendation: The General Policy Committee hear a presentation from staff and take appropriate actions as necessary.

  Motion: The General Policy Committee direct staff to look at the neighborhoods in the Gainesville Reinvestment Area and bring back any changes needed to the housing program.
