Description: Award of Construction Manager at Risk agreements to the top two ranked firms, Ajax Building Company, LLC and DE Scorpio Corporation, for building projects related to the Streets, Stations and Strong Foundations Program.


Fiscal Note: The agreements have no obligation to assign work to awarded vendors. Budget for construction will be allocated in project budgets for the Streets, Stations and Strong Foundations. Program (Infrastructure Surtax) and services will be authorized via separate work orders. This item authorizes up to $1 million per agreement in expenditures for pre-construction services.

  • Recommendation: City Commission 1) Accept the rankings RFP #PWDA-230055-DH – Public Safety Facilities Construction Manager at Risk with Ajax Building Company, LLC as the number one ranked firm and DE Scorpio Corporation as the number two ranked firm; 2) Award the Construction Manager at Risk Request for Proposal Award to Ajax Building Company, LLC and DE Scorpio Corporation; 3) Authorize the City Manager or designee to initiate contract negotiations with the two highest ranked vendors; if negotiations fail with either vendor or if an agreement is terminated, initiate contract negotiations with the third ranked vendor; 4) Authorize the City Manager or designee to enter into an agreement with two vendors for Construction Manager at Risk for Public Safety Facilities, subject to approval of the City Attorney or designee as to form and legality; and 5) Approve awarded agreements in the amount of $1 million each for pre-construction services and require construction phase services to return to the City Commission for consideration.

Description: Request for authorization to apply for a Federal Energy Efficiency and Conservation Block Grant.


Fiscal Note: Award of this $189,200 grant will allow extension of the voucher portion of the LEEPplus program.

  • Recommendation: The City Commission authorize the General Manager or his designee to apply for the Energy Efficiency and Conservation Block Grant.

Description: Request for the City Commission to authorize entering into a contract for consulting services with NUE Urban Concepts LLC for transportation planning services to develop a mobility plan.


Fiscal Note: NUE Urban Concepts LLC proposed fee is $299,950. Funds are available in Transportation Mobility Program Area Funds.

  • Recommendation: The City Commission authorize the City Manager or designee to execute all necessary contract documents, subject to approval by the City Attorney as to form and legality.

Description: Request City Commission to award a construction agreement to Watson Construction Company, LLC and authorization for task assignment agreement to George F. Young, Inc for professional services for the SW 43rd Street Rehabilitation project.


Fiscal Note: Funding for the project will be allocated with the FY23 6th Budget amendment. $1,395,837.00 is available for funding the construction phase through the Transportation Mobility Program Area Fund and the Sidewalk Fund.

  • Recommendation: City Commission 1) Award Bid #PWDA-230053-WB – SW 43rd Street Rehabilitation to Watson Construction Company, LLC in the amount of $1,079,787.50 and authorize the City Manager or designee to enter into a Construction Agreement with Watson Construction Company, LLC for SW 43rd Street Rehabilitation, subject to approval of the City Attorney or designee as to form and legality; 2) Authorize the City Manager or designee to enter into a Task Assignment Agreement with George F. Young, Inc. in the amount of $230,000 for construction engineering and inspections on the SW 43rd Street Rehabilitation Project, subject to approval of the City Attorney or designee as to form and legality.

Department: Sustainable Development


Description: Requesting City Commission approval to accept a $3,473,235.69 Airport Improvement Program grant from the U.S. Department of Transportation Federal Aviation Administration for the Replacement of the Terminal Central Energy Plant and the Terminal Baggage Handling System Phase 1 – Baggage Handling Protective Canopy System projects at Gainesville Regional Airport.


Fiscal Note: The U.S. Department of Transportation Federal Aviation Administration Aviation Improvement Program grant will fund 78.47% of the project and the remaining portion will be funded by the Federal Department of Transportation and the Gainesville-Alachua County Regional Airport Authority. These projects qualify for Passenger Facility Charge, and funding from this source will be used to cover a portion of Gainesville-Alachua County Regional Airport Authority’s funding of these projects. The grant does not require a local match and the Gainesville Regional Airport implements the proceeds of the grant consistent with all applicable grant assurances as outlined in the Airport CEO’s letter dated August 8, 2023.

  • Recommendation: The City Commission 1) accept the U.S. Department of Transportation Federal Aviation Administration grant award of $3,473,235.69 for the Gainesville-Alachua County Regional Airport Authority, 2) adopt the resolution, and 3) authorize the Mayor and City Attorney to execute and the City Clerk to certify said Grant Agreement.

Department: Parks Recreation and Cultural Affairs


Description: Request from the Department of Parks, Recreation and Cultural Affairs (PRCA), Division of Cultural Affairs, to submit the grant and the City accept the grant, if awarded, from the Florida Department of State, Division of Historical Resources.


Fiscal Note: The FY 2025-26 Division of Historic Resources Special Categories grant requires a 1:1 match. Up to $8,000.00 in matching funds will be provided by the Evergreen Cemetery Association of Gainesville, Inc. No additional funds will be necessary to facilitate this request.

  • Recommendation: The City Commission to 1) approve the request for the Department of Parks, Recreation and Cultural Affairs (PRCA), Division of Cultural Affairs, to apply for the grant and for the City to accept the grant, if awarded, from the Florida Department of State, Division of Historical Resources, 2) authorize the City Manager or designee to execute the grant award agreement and other grant-related documents, subject to approval by the City Attorney as to form and legality, and 3) acknowledge that the City has a minimum of 25% of the matching funds equal to $2,000.00, as required by the grant.

Description: Request for City Commission approval to amend a task assignment to add bidding and construction phase services to the scope of work. The additional services cost $25,405.00 which result in a revised total project cost of $121,775.00. The work on the Wild Spaces & Public Places Multiuse Trail (Sweetwater Wetlands Park to Sweetwater Preserve) is by Kimley-Horn and Associates, Inc.


Fiscal Note: Funds in the amount of $25,405 are available for bidding and construction phase services from the Sweetwater Recreational Trail Wild Spaces & Public Places ½ cent sales tax project account.

  • Recommendation: The City Commission authorize the City Manager or designee to execute all contract documents and other necessary documents, subject to approval by the City Attorney as to form and legality.

Description: Provide the Finance Committee with a Budget vs. Actual Analysis and Projections report for the General Fund for the third quarter of Fiscal Year 2023.


Fiscal Note: Based on preliminary estimates, the General Fund is projected to end the fiscal year with a $5.3 million surplus.

  • Recommendation: The City Commission review and accept the report.

Department: Office of the City Manager


Description: Budget-to-actual analysis for the Ironwood Golf Course for FY 2023 third quarter which ended June 30, 2023. This update is directly responsive to Finding 11: Transparency of Golf Course Operations, of the State Auditor General’s Operational Audit of the City of Gainesville.


Fiscal Note: Based on unaudited financial data as of the third quarter of FY 2023 (period ended June 30, 2023), the Ironwood Golf Course operations are experiencing an estimated operational deficit of $118,237.62.

  • Recommendation: The City Commission receive a budget-to-actual analysis for the Ironwood Golf Course for the third quarter of FY 2023 (period ended June 30, 2023).

Department: Sustainable Development


Description: City of Gainesville is submitting a grant application to the Toyota Mobility Foundation Sustainable Cities Challenge program, and is requesting a letter of support from the City Commission.


Fiscal Note: None

  • Recommendation: The City Commission authorize the Mayor to sign a letter of support on behalf of the Commission for this Sustainable Cities Challenge application.

Description: Alachua County is submitting a grant application to the U.S. Environmental Protection Agency (EPA) Greenhouse Gas Reduction Fund Solar for All Program, and is requesting a letter of support from the City Commission.


Fiscal Note: None

  • Recommendation: The City Commission authorize the Mayor to sign a letter of support on behalf of the Commission for this EPA grant application.

Department: Government Affairs and Community Relations


Description: The City of Gainesville’s list of state legislative priorities typically consists of annual policy issue stances and appropriations requests that the City deems pertinent to its relationship with the State government, in conjunction with its role for providing public safety and services at the most local level.


Fiscal Note: None

  • Recommendation: The City Commission review and approve the list of draft legislative priorities intended for the 2024 state legislative session.

Department: GRU Water/Wastewater


Description: GRU has submitted a cost-share grant application to the Florida Department of Environmental Protection Department (FDEP) under the 2023 Resilient Florida grant program for the Sweetwater Branch Bank Stabilization Project. The grant program requires a letter of support from the City Commission for the project in order to be considered for receiving funding.


Fiscal Note: The total project cost is estimated at $5.5 million, and the grant program requires a 50 percent local match. Funding to cover the local match of $2.75 Million for the project has been forecasted in GRU’s wastewater system capital budget for FY25-27. If the project is awarded grant funding GRU may need to move the project up sooner to meet grant deadlines. This can be done by rescheduling other projects as needed without negative fiscal impacts.

  • Recommendation: The City Commission authorize the mayor to execute a letter of support for the project grant application.

  • Recommendation: The City Commission confirm Mayor Harvey L. Ward, Jr.'s appointment of Craig Carter to the Gainesville Housing Authority for a full term ending August 1, 2027.

Department: GRU, Water/Wastewater


Description: Main Street Water Reclamation Facility Capacity and Renewal Upgrades Project Update and approval of $22.5M Phase 1 grant agreement.


Fiscal Note: The City Commission previously approved the Design Build contract up to $50M and the corresponding expenses have been included in the annual budget from current FY 23 to FY26. The previous approval addresses Phase 1 costs.


The upgrades required for Phase 2 are currently being designed and are estimated to cost an additional $110 million dollars. Additional grant funding is being requested in August 2023. The total project expenses for Phase 1 and Phase 2 have been included with the 10-year capital improvement plan for the wastewater system and in the GRU Debt Reduction Plan. These expenses will be included in annual budget submittals.

  • Recommendation: The City Commission authorize the General Manager or his designee to execute a grant agreement with FDEP to accept $22.5M in grant funding for Phase 1 of this project subject to form and legality.

Description: Ordinance No. 2023-810: An ordinance of the City of Gainesville, Florida, amending the Code of Ordinances relating to utilities; by amending Appendix A, Schedule of Fees, Rates and Charges to revise fees, rates and charges for electricity, water, sewerage, and standard operational charges; providing directions to the codifier; providing a severability clause; providing a repealing clause; and providing effective dates.


Fiscal Note: Electric rates will see a 3% increase and wastewater rates will experience a 5% increase, following the previously approved schedule from fiscal year 2022. Water/wastewater connection fees will also experience an increase.

Description: Ordinance No. 2023-832: An ordinance of the City of Gainesville, Florida, amending section 27-31 “Electric system fuel and purchased power adjustment added to public streetlight and rental outdoor light services;” providing directions to the codifier; providing a severability clause; providing a repealing clause; and providing an effective date.

Description: Per Florida Statutes Section 200.065, the City Commission is required to establish a Tentative Millage Rate for Fiscal Year 2024. The proposed Tentative Millage Rate for Fiscal Year 2024 is 6.4297 mills, which is 0.9297 mills or 16.9% above the Fiscal Year 2023 Millage Rate of 5.5000 mills. The proposed Tentative Millage Rate is 1.4533 mills or 29.20% more than the “rolled-back” rate of 4.9764. Based on the July 1, 2023 Certified Tax Valuation of $10,186,842,781, the proposed Tentative Millage Rate is estimated to generate $62.9 million in property tax revenue based on a 96% collection rate for the General Fund; $15.4 million or 32.4% above the Fiscal Year 2023 estimated property tax revenue.


Fiscal Note: The Fiscal Year 2024 estimated property tax revenue, based on the Tentative Millage Rate of 6.4297 and a 96% collection rate, is $62,878,409.

  • Recommendation: City Commission 1) set the Tentative Millage Rate for Fiscal Year 2024 at 6.4297 mills, 2) adopt the proposed Resolution, and 3) set the date, time, and place of the second public hearing to be held on Thursday, September 21, 2023 at 6:00 P.M.

Description: This item is related to the adoption of a tentative budget for Gainesville Regional Utilities for the fiscal year 2024.

Description: Resolution No. 2023-860: A Resolution of the City Commission of the City of Gainesville, Florida; relating to its General Government Budget for the 2023-2024 fiscal year beginning October 1, 2023 and ending September 30, 2024; adopting the Final General Government Financial and Operating Plan Budget; and providing an immediate effective date.


Fiscal Note: The proposed FY 2024 Tentative Financial and Operating Plan totals $455,442,748 and is, as required by Florida Statutes, a balanced Budget. The proposed FY 2024 Tentative and Operating Financial Plan includes the budgets for the General, Special Revenue, Debt Service, Capital, Proprietary, and Fiduciary funds. The authorized position level for FY 2024 is 1,496.0 FTEs across all funds.
