Presentation of Thelma Boltin Restoration Plans during Public Comment.

During Public Comment, the architects and engineering team hired by the City will present their findings as to the feasibility of restoring the Thelma Boltin Center.

Public Hearing 1 – 411 NW 3rd Street

This is a Certificate of Appropriateness for a rear addition. Continued from the October meeting since we did not have quorum.

• Recommendation:

  Staff recommends that application COA-22-000094 be approved.

Public Hearing 2 – COA-22-000059 Parcel 14190

This is a Certificate of Appropriateness for new construction in the Pleasant Street Historic District.

• Recommendation:

  Staff recommends approval of COA-22-000059 with the following conditions: Condition 1 – Some fenestration is needed for the west elevation of the 2^nd (detached) ADU so that it is not one solid wall, to be approved by the Historic Preservation Officer, Condition 2 – Proper space shall be left for future sidewalk on the NW 7^th Avenue side, per requirements in the land Development Code 30-6.18.

Public Hearing 3 – 504-516 SW 10th Street

This is a Certificate of Appropriateness for an After-the-Fact new fence.

• Recommendation:

  Staff recommends that application COA-22-000100 be approved with the following conditions: Condition 1 – The fence shall be painted white to look like a finished product, Condition 2 – At the time the new construction project for the vacant lot comes before the Historic Preservation Board, the application shall include plans for fencing both properties that comply with current Guidelines.

This is a Certificate of Appropriateness for a new rear screen porch and a small pool.

• Recommendation:

  Staff recommends that application COA-22-000122 be approved.

Public Hearing 5 – COA-22-000123 320 NW 1st Street

This is a Certificate of Appropriateness for the restoration of the historic property after a fire.

• Recommendation:

  Staff recommends approval of COA-22-000123.
